The art of the possible in public procurement
Posted: 21 Sep 2016
Working in partnership with leading law firm Bates Wells Braithwaite and the E3M network, HCT Group has produced a plain English guide to public procurement law.
Procurement regulations actually provide our partners in commissioning authorities with a great deal of flexibility to achieve the outcomes they seek for their communities. The purpose of this publication is to highlight some of those flexibilities, how to unlock them and some of the practical things that can be achieved within the scope of the law – the art of the possible.
Dai Powell, HCT Group Chief Executive, said “All too often, the innovative commissioners we work with find that they are held back by people saying ‘you can’t do that because of procurement law’. Usually, there is actually nothing to stop them and the law is supportive of their ambitions. We wanted to help – and together with our partners – we have created a publication that commissioners of public services can use to drive change in their authorities.”
